All-Babies Initiative Manager

Heather has an extensive background in social services including many years with DCS, before joining Union in 2017, as a case manager with maternal child services. Heather is passionate about supporting children and families to reach their full potential.

Heather Anderson

Executive Director

From growing up in Africa to his experiences across the Midwest, Hicham is dedicated to leading initiatives aimed at addressing barriers that inordinately affect rural communities, with a particular emphasis on sustainable and replicable solutions that improve outcomes.

Project Manager

Before joining the Lugar Center, Sarah spent five years IDOH leveraging partnerships and promoting evidence-based programs to improve birth outcomes and reduce maternal morbidity and mortality. Sarah is an ISU graduate and is currently pursuing a Master of Public Health degree from IU Bloomington.

Sarah Briley

Project Manager

Casey is a Registered Dietitian with prior experiences as a WIC Nutritionist and dietetics educator in western Pennsylvania and Indiana State University. She is passionate about nutrition education and advocacy for underserved populations, particularly regarding food insecurity.

Dr. Cassondra Strawser

Associate Director

Dan joined the Lugar Center in 2017 after completing his MPA from ISU. A former IRHA fellow, Dan believes solutions to rural problems are best solved through collaborative and innovative strategies that incorporate local institutions. He draws his passion for rural communities from his upbringing in Parke, Co. Indiana.

Dan Hardesty

Medical Director

A "Country Doctor" for 33 years, Jim Turner, D.O., is Board Certified in Family and Addiction Medicine. A UHFMR graduate, he holds faculty appointments at the Univ. of Illinois College of Medicine, Indiana Univ. School of Medicine, and Marian University. Since 2013 he has served on the Vigo County Board of Health.

Intern

 Megan is completing a Master in Public Health from Indiana State University. She has served a role as a Graduate Assistant Instructor for the Applied Health Sciences Department at ISU for two years, where she taught Personal Health and Wellness.
